It is understood that Enda Kenny and Joan Burton have signed off on a new government policy document.
The two party leaders have been meeting again this afternoon to try and put the finishing touches to the policy platform and cabinet re-shuffle.
A source close to the talks said there were 'a few issues to work through', but that progress was good.
The sources said it remained possible that the deal could be finished this evening with announcements on the new Cabinet tonight.
TDs have been told to make themselves available for votes in the Dáil tomorrow, meaning a re-shuffle is likely to be announced then.
Deputies have been told that there will be no 'pairing' available meaning they cannot pair off with another TD to miss a vote.
Senior members of the coalition are increasingly confident of a deal being reached at some point today, but it may be tomorrow before there is any announcement.
A government spokesman has stressed that there are "no deadlines" as talks continue. The two have been in discussions since Monday.
