The Taoiseach Enda Kenny says income taxes will go even lower in the Budget next year. Mr Kenny says the announcements yesterday were the first of three years of tax cuts for workers.
Fianna Fáil says the Budget ignored lower earners, because their tax cuts will immediately be taken back in water charges.
But Mr Kenny says cutting taxes will help to create jobs, and there are two more years to come.
Meanwhile almost three quarters of business people here say the Budget will improve the outlook for the economy.
And a majority of almost 85% say it is supportive of foreign direct investment.
PwC conducted the survey, which also shows business people believe the changes to the 'double Irish' rules show Ireland's commitment in ensuring a globally open and transparent rules based system.
And 40% of respondents said that their organisation will likely increase employee numbers in the year ahead as a result of the Budget.
It finds that the majority of Irish businesses are looking to expand, including increasing exports.
Feargal O'Rourke, head of tax at PwC Ireland, said: "The survey highlights that Budget 2015 sends clear messages of confidence and growth with a path for certainty ahead. The personal tax measures announced as part of the three-year plan should give a modest boost to the local economy."
"The corporate tax measures should ensure that the International companies based in Ireland will continue to do business from Ireland and that they will be joined by many new International companies," he added.
