The Justice Minister Frances Fitzgerald has criticised some of the debate around the Children and Family Relationships Bill.
The legislation will reform and update family law in Ireland, to recognise the diverse forms of family life.
It deals with adoptions, step-parenting, co-habiting 'partners', donors, assisted reproduction and same-sex parenting.
It will also allow gay couples to adopt which has brought criticism from some groups.
The bill passed its first hurdle in the Dáil last Thursday. It is set to clear all stages in the Oireachtas by March 24th.
Ms Fitzgerald has previously said that the bill will treat everyone equally - with nobody getting an unfair advantage.
Speaking at an information seminar on the bill today, Minister Fitzgerald said it has nothing to do with the upcoming marriage equality referendum.
