The Minister for Education is planning changes to the marking system for the Leaving Cert.

The new grading system could be in place within three years.

At the moment, there are 14 grades ranging from the top, an A1 to a D3.

Minister Ruairi Quinn however believes the marking system is breeding a culture of rote learning.

General Secretary of the TUI, John MacGabhann, thinks it would make the system fairer:Meanwhile, teachers pay and class sizes are among the issues being discussed at the INTO annual congress, which gets underway today.

Its the first of the annual teacher's conferences taking place this week.
