The Ombudsman for Children Emily Logan says there are still issues to be tackled, as she prepares to move on after ten years in the job.
Ms Logan has launched an investigation into the contracting out of residential child care services by the Child and Family Agency to the private sector.
She is due to take up leadership of the newly established Irish Human Rights and Equality Commission.
She will publish her final report later this week, before leaving the office
Ms Logan, who served as Ireland's first Ombudsman for Children, will take up this new position on October 1st.
She told Newstalk Lunchtime there are some emerging issues that the new Ombudsman for Children will have to tackle.
