The Anti-Austerity Alliance TD Paul Murphy has lodged an appeal, after the internal reviewer of Freedom of Information requests at Irish Water rejected his request for details on how many people have paid their bills.
The appeal has been lodged with the Information Commissioner.
Deputy Murphy says the internal reviewer of the body said the release of the figures would disturb their ordinary course of business - and that the 'public interest is best served' by not releasing the figures.
A week ago Deputy Murphy said some 1.4 million people have now passed their pay-by date.
