An Independent Senator has criticised the government over its lack of public debate surrounding the future of the Seanad.

A draft Bill outlining how the second house of Ireland's parliament should be reformed will be launched by senators Fergal Quinn and Katherine Zappone in Dublin today.

The document details legislative proposals to overhaul the Seanad in the form of granting it more powers.

A referendum is to be held this year on whether or not it should be abolished.
