EU foreign ministers are meeting their counterparts from countries bordering Syria today to agree a way forward on the refugee crisis.
According to the Reuters news agency, ministers should agree to back the detention of those who may abscond before expulsion and exert more pressure on countries to make them accept returning citizens refused entry to Europe.
The meetings are part of negotiations with Turkey, temporary home to more than half of the four million Syrian refugees.
Attention is now turning to efforts to try to discourage people from traveling.
The summit is happening in Luxembourg, not far from the town of Lebach just over the border in Germany - where 3,000 refugees are currently staying.
Herr Hoffman manages the camp they are staying in, and says they are struggling with the numbers.
Klauspeter Brill is mayor there - and he admits local residents have concerns.
