The Health Minister says the HSE is finalising an action plan to cut down the number of people on hospital trolleys.
Leo Varadkar was commenting as the latest figures showed over 400 people on trolleys in emergency departments nationwide.
The figures from the INMO also show over a hundred people are being accommodated in wards which are operating over capacity.
